Rancang Bangun Aplikasi Self-Assessment Anti-Korupsi (Antikor) Berbasis Android Menggunakan Flutter Untuk Auditor Internal Instansi

Integrity violations within Indonesian public institutions continue to reflect poorly on national governance, as evidenced by a Corruption Perception Index score of 34 out of 100 recorded in 2025. Although internal auditors serve as a primary line of defense against corrupt practices, conventional audit mechanisms are largely paper-based, making them susceptible to data inconsistencies and operational delays. To address this challenge, the present study developed Antikor, a mobile self-assessment application for Android built upon the Flutter framework, enabling institutional auditors to conduct structured and standardized corruption risk evaluations on-site. Development followed a sequential Waterfall methodology, progressing through needs identification, architectural planning, coding, and functional verification. The assessment tool incorporates 24 measurable indicators distributed across six thematic dimensions: human resource integrity, financial disclosure, internal control systems, goods and services procurement, organizational culture, and regulatory adherence. Risk scoring is computed automatically through the equation: Anti-Corruption Index = (Obtained Score / Maximum Score) × 100, yielding classifications of Low Risk (71–100), Moderate Risk (41–70), or High Risk (0–40). A distinctive feature of the application is its fully offline operation, powered by a local SQLite database that eliminates dependency on network connectivity. Validation through 13 Black Box Testing scenarios confirmed complete functional compliance across all tested features. Antikor fills a notable gap in the existing literature by offering an auditor-centric, network-independent, and methodologically rigorous self-assessment instrument tailored specifically for governmental institutional settings.
